She came from Cairo in Egypt.Cairo is a capital city of Egypt.Egypt is the biggest city in North Africa.The population of Egypt is about seven million.Most of Egypt is a desert area.The River Nile is the longest river in the whole world.There are many pyramids in Cairo.A pyramid is a grave of a Pharaoh.There are many world heritages in Egypt.Egypt is a very good place to go sightseeing.


Andy came from New Delhi in India.The population of New Delhi is about one million. One percent of the population of India live in New Delhi.
There are many world heritages in India.For example,the Taj Mahal and the caves of Ajanta.
You know,Gandhi is very famous person in India because of wiping out racial discrimination.Now the grave of him has become a good place to visit.
As for the rest,there are many kind of curries in India.The chicken curry has become the main current in India.To our surprise,people in Indea eat curry every day.


Monika came from the Kingdom of Cambodia.Cambodia locates in the Indochina Peninsula.There are the Socialist Republic of Vuetnam and the Lao People's Democratic Republic in the Indochina Peninsula.Cambodia is as large as Japan.From December to April is a dry season in Cambodia.
In addition,Angkor Wat is declared a World Heritage site in 1992.There are many tourists from all over the world there.
An extra feature,Preah Vihear temple located North of Cambodia is very famous.The rice produced in Thailand is long and thin.

She came from Vancouver in Canada.Vancouver locates at the south west of Canada.People who live in Canada speak French and English.
By the way,the capital of Canada is Ottawa.
In Canada,daytime is very hot so people can spend the day wearing a T-shirt or tank top but it is getting colder in the morning and evening so you also need the jacket.As you will appreciate,there is a difference in temperature daytime and nighttime in Canada.
In addition,the Vancouver Olympic will be hosted in Canada in 2010.
By the way,Whistler located at the west of Canada is a city for tourists.
Finally,people live in Canada spend much time at the beach.They enjoy reading book,playing and sleeping and so on there.

Today's topic is to introduce day light saving time in summer.In Japan,it was introduced in past times.But this system was not established at that time.In Canada,summer time has been introduced to make effective use of the rays of the sun.In winter,the days are getting shorter there.
Day light saving time will provide us with decreasing traffic jams and saving energy.

There were four panelists.
Ms.Satsuki works for the government office.She agrees with this system because she will go home before it gets dark.

Mr.Nikaidou is a company worker.At the present moment,he is in a neutral position because this system will provide his company with both advantages and disadvantage.At first,he will be able to work in a comfortable environment in the morning without wasteful spending energy.Even in summer,his office will be on a cool in the early morning.On the other hand,it could be a troublesome job to set all watches in his office.

Mrs.Kamazuka is a housewife.Her daughter is a elementary student.When day light saving system is introduced,she worries about her daughter's health condition because her daughter gets up early every day.She thinks that her daughter feels sleepy in the class.She is worried that this system affects the result of her daughter.She thinks that her daughter can not keep good health condition during introducing this system.

Ms.Amasawa is a elementary school teacher.She thinks that her students' way home will be more safer than now.Now there has been a suspicions person on their way home once in a way.In addition,if this system is introduced,her students give themselves up to their club activities.Now they have to annoy at the time.

In Hokkaidou,this system was introduced some years ago.It is only an experiment to examine for this system's advantages and economic efforts. When this system was introduced,many people went to a restaurant and an amusement park on people's way home from work in Hokkaidou because they increase their free time before it gets dark.

This system starts midnight on Sunday.
Mrs.Kamazuka still worried about her daughter's health condition when this system is introduced.On the other hand,Ms.Amasawa who is an elementary school teacher said that getting up early and going to bed early is very good for students.In addition,going to bed early is good for students to produce a growth hormone.It is favorable for students not only mentally but also physically.

Mr.Nikaidou asked Ms.Satsuki who works for a government office how much it costs to introduce the day light saving system.Ms.Satsuki answered him that it costs one hundred billion to introduce this system as a campaign on a nationwide scale. For example.set all watches,improve soft wares of personal computers in accordance with the light saving system and adjust a medical device.
Mr.Nikaidou said that the cost of introducing this system is higher than the effect of introducing it.

Upon thus,Mr.Nikaidou approached us with the proposal not to set watches.Depending on schools and office,they can move up opening time by an hour.We named that idea the original day light saving time.We will be able to make the time earlier in accordance with the needs of each individual region freely because there are a big difference of sunrise between Hokkaido and Okinawa in Japan.

Mrs.Kamazuka is pleased that her children will be able to go home one hour ahead of time.

And yet,finally,we built up a consensus that we do not introduce the day light saving time.But,individually,I think that introducing this system in Eastern Japan only is good idea.People have free time and there will be en employment expansion.For example,people who works for an amusement facility and drivers of public transportation.

The medical bill will be free!

Today we discussed Medical bill.
This summer,the democratic party of Japan was voted into power.They fulfill their campaign promises so far.In addition,they promised us that expressway tolls,medical bill and the tuition fee for a high school will be free.Then,how should we establish a revenue of it?Today we discuss what tax is worthy of the tax increase.

There were four panelists in this discussion.

Ume is seventy years old.She lives on her pension and is on fixed incomes.She has two chronic diseases.She goes to hospital twice a week.In addition,her husband also has a chronic disease.He goes to hospital once a week.

Tomozou runs his liquor shop.He also sells cigarettes,too.There are already industry inclines in these industries.So they will get into more trouble than now.He is a neutral position.He disagrees with liquor and cigarette taxes and a consumption tax.

Kyoko has plenty of money because her husband works for a famous company.So no matter how much they are collected taxes.

Miyu has two children.Both of them go to school.Her husband works for a normal company.She saves money every month but it does not break the bank.She disagrees with liquor and cigarette taxes and a consumption tax.

Ume said that there is a passive smoking around us so increasing a cigarette tax is reasonable.Smoking is also harmful for people who smoke.

Tomozou thinks that increasing a consumption tax is fair but increasing a consumption tax only is not enough to provide us free medical service.

Miyu thinks that raising a consumption tax is not fair because it is not painful for rich people to pay a more consumption tax.Only the poor suffer from this situation.She approached us with this proposal to increase an income tax.

Kyoko says that she pays forty percent of her husband's income now.She thinks that whatever the circumstances may be,more than forty percent of the income is too much.

On the other hand,Ume has no income now because she lives on her pension so she disagrees with increasing liquor and cigarette taxes and a consumption tax.

In the same way,Tomozou agrees with increasing an income tax only.
Of course,Kyoko disagrees with increasing an income tax.
Miyu agrees with increasing an income tax only.

But new administration decided that medical fee will be free so we have to gather resources.

Privately,I think that medical service should be provided to selecting people in a minimal level.In addition,this medical service is based on income.

In this discussion,we defined people who can not earn three million yen in a year as a working poor.And we should provide free medical service for poor people and senior citizens at first.
But I do not know that poor people have be able to pay taxes.
In japan,now we adopted progressive taxation.I do not know we can collect more taxes from the rich.There is a proposal on reducing doctors' payment but I have heard that on-duty doctor is not rich and they perform back-breaking work.

Finally,we built up a consensus that we should provide more inexpensive medical service for people who have a regular health problem and a challenged person at least.I thought maybe we regard a consumption tax as leaving room for increasing.You know,in Japan,the government has kept a consumption tax rate at lower level than in Europe and the United Stated.
