Today's topic is that the government should give mobile phones to all elementary students.They think that these days elementaly school students expose dangers.
Here,a mobile phone means a mobile phone which has a minimum function.For example,GPS,call and mail.The elementary students having this mobile phone can not call freely without their parents,their school and emergency service like the police and a fire station.Their mobile phone also can not connect the Internet.

There were four panelists.
Ms.Miyagawa works for a private mobile company for thirty years.

Ms.Sakamoto has a daugher.She wants her daughter to obtain her own mobile phone but she can not afford to buy it.She agrees to this suggestion and she also feels that elemantary school students like her daughter expose dangers these days.She has heard that there was suspicious individual near her daughter's school.

Ms.Tanaka works for the government office for a long time.She said that the government can pay for their mobile phone from imcome tax.They can help parents one thousand yen a month.There are some people who do not have their own children but children will play an important roll in society in the future.So all people should pay for them.[Children will pay their pension in the future,too.]

Ms.Sato works for a trading company.She does not have her children.At first,she does not want to pay for children but she has a change of mind.

Now the thirty percent of elementary school students obtains their own mobile phone.There were departed thirty elementary school students in last year.If they have a mobile phone,their lives remain a possibilities.

*There were a lot of adverse oppinions.
First,should the goverment give a private mobile phone company advantages?
In the nature of things,children should be protected by their own parents.It is parents' responsiblity.
Personally speaking,this suggestion means that the goverment can know all imformation about our children by using GPS.They will be able to control them easily in the future.I think children should take along GPS only by parental responsibility.

Second,now the thirty percent of elementary school students obtains their own mobile phone.So the seventy percent of elementary school students' parents do not want their children to obtain their own mobile phone.In this sugestion,mobile phones given by the government have a minumum function but the mobile phone like that have already been on the market by many mobile phone company.
This suggenstion is a little different from the most of audience's opinions.
