Making a fee for an ambulance

We discussed making a fee for an ambulance today.
In lapan,people take it for granted that an anbulance is for free.In foreign countries,people pay for using an anbulance in all reason.The purpose of making a fee for an ambulance is serious ambulances' shortage.

There were four moderators there.Mr.Shindou is a doctor.He works for a hospital and he agrees to this idea.He feels sad about people's calling an anbulance easily.For example,even someone who cuts a nail to the quick.
Ms.Kashiwagi works for a local government.
Two people noted above agree to this idea.

Yone often uses an anbulance because of her chronic disease.She also said that being one minute late proves fatal for them.So she doesn't allow people who is minor injured to use an anbulance.
Sizuko lives in countryside.There is no hospital near her house.It takes more than one hour to go to hospital. In addition,she has limited income.She earns only ten hundred thousand yen a month.So making fee for an anbulance pays an arm and a leg for her.

On the other hand,Yone has felt that medical treatment is too expensive for her.She uses an anbulance ten times in a year because of her chronic disease.
So the local government decided to help people like her.If ordinary people uses an anbulance,they have to pay five thousand yen but people who have chronic disease like Yone can get thirty percent off,if they use it five times or later in a year.

Finally,we charge a doctor with judgment that people using an anbulance need to pay a fee for it.Because doctors examine patients,any docter can make judgment easily.
